The Help America Vote Act of 2002, Public Law 107-252, 42 U.S.C. 15301-15545 for ("HAVA") was signed into law by the President of United States on October 29, 2002.

This legislation marks a significant initiation of changes in election systems nationwide. Each state is required to appoint a citizen advisory committee to advise the Secretary of State in the development of a State Plan of implementation, to be available for public comment and input before adoption.
